Nowadays NTFS is considered as the latest file system and gradually takes the place of FAT/FAT 32. And the NTFS file system has already been as the default setting in the later Windows OS, such as Windows 2000, Windows XP, Windows 2003, Windows Vista, Windows 2008 and Windows 7. Being different from FAT/FAT32, it is possible to extend NTFS partition with Diskpart command and/or Disk Management snap-in under certain conditions, in other words, there are lots of limitations you may have encountered. As a result, most guys have to choose Partition Magic Software to help them extend NTFS system partition when C drive is running out of disk space.
Extend NTFS system partition with reliable Partition Magic Software

Here, take Windows Server 2003 for example to show "how to extend NTFS system partition without rebooting".
Scenario: There are two partitions: C drive (system, boot, page files, NTFS file system) and D drive (data partition, NTFS file system). The goal is to extend NTFS system partition (C drive) by taking some unallocated/unused space from data partition D.
Step1. Launch Partition Assistant Server. Select partition D and drag the left slider bar rightwards, and then there will be some contiguous unallocated space behind system partition.
Step2. Select system partition (C drive) and drag the right slider bar rightwards to merge unallocated space.
Step3. Finally, click "Apply" on the toolbar to perform the "Pending Operations".
Step4: Confirm all the pending operations. After that, click "Proceed".
Step5: All of operations have been completed successfully without rebooting your machine.
Note: There are three or four operations which may require a reboot:

Shrink and/or move system partition - decrease its partition size and/or change its initial position.

Resize a partition on which there is one or more live applications.

Extend FAT/FAT32 system partition.
If there is a step that needs to reboot your machine, it will remind you in the Step4 with "Reboot required" as shown below. If you don't want to reboot, please click "Cancel", then check and close all live application in the partition.
